stores chainwide. >>> grief counselors will be on hand this morning. sandy hook elementary school remains closed. jessica rekos will be laid to rest today. she couldn't wait until her 10th birthday to get a horse. she adored them. >>> another big story out of washington where there's been huge movement in the fiscal cliff wrangling with 14 days left to go before huge across-the-board tax hikes. overnight we learned that president obama made an eye-opening new offer in talks with house speaker john boehner. under this new proposal, tax rates would go up on incomes above $400,000. for years the president has campaigned that that number should start at $250,000. he's also offering some new spending cuts to go along with this. speaker boehner's latest proposal called for the tax hikes to kick in at $1 million. cnn's dan lothian is in washington with the latest on this. dan, it really does look like there is some movement. >> it does. this movement came during a meeting the president had with speaker john boehner yesterday at the white house. that meeting lasted for 45 minutes. it was the thir

after hurricane sandy, but some of that pain has been eased by a relief project called train of hope led by a group of folks who know firsthand what a big difference a helping hand can make. nbc's michelle franzen has more. >> reporter: at the amtrak station in new orleans, volunteers from nearby swidell hard hit by katrina are on a mission organizing and packing up pallets of diapers, shoes, and blankets. the second run of donations for hurricane sandy victims. residents and firefighters here paying it forward. >> specifically we were focused on trying to make it better for the kids up there. >> reporter: in addition to basic supplies, this so-called train of hope will be filled with holiday toys all bound for sandy's smallest victims. >> reporter: 30 hours later the train rolls into newark, new jersey's penn station. 27 pallets in all, half the toys go to the marine's toys for tots program. the rest end up here at engine 155 ladder 78 in staten island. >> our own version of the polar express. >> reporter: children of firefighters, kids who lost everything in sandy's wake get to pick ou

the sandy hook shooting, the two radio hosts got serious and started taking calls from people trying to deal with the tragedy. >> we like to call it a town hall meeting held in a frat house. friday was strange. we went from in the morning doing one of the most happy, upbeat, fun shows of the year. >> next year's going to be even better. >> to in the afternoon doing the saddest show of our careers. >> he was one of the first responders to the scene. how are you? >> i'm doing okay. >> never in your life could you imagine you'd pull up to a scene so horrific? >> absolutely not. there's certain things that people just shouldn't see. >> every moment it was getting worse and worse, we couldn't help but feel, okay, did we reach the bottom? >> my sister's behavioral therapist, sandy hook elementary. >> is that right? is she okay? >> we don't know. we haven't heard from her. >> how long ago did she start there? >> it's her second week there. >> she's probably very busy right now. >> absolutely. she's probably will be very terrified when she gets home, but right now her priority is her children. >> mo

do have a big disaster like sandy, we've almost always spent all the money because it was pretty easy to have a governor ask for a disaster and the president to declare it, and then the money is gone. fema primarily relied on the per capita damage indicator as the criteria rather than whether or not the local community really had the resources to deal with this on its own. there was no specific criteria in fema to decide at what point we paid various percentages up to 100% coming from the federal government, and the fema administrative costs from 1989 to 2011 had doubled. it had increased from 9% of every disaster to an average of 18% of every disaster. so g.a.o. recommended that we look -- do several things. that fema develop a methodology to more accurately assess what a jurisdiction was able to do, that we develop criteria to know when the federal government should accept all of the obligation, 100% of the adjusted cost, and that we implement new goals to track why these costs of administering disasters were going up so dramatically. so hopefully we can do that, we can look at the

where public schools allow guns on campus. but in the wake of the shooting at sandy hook, the push is on to add more states to that list. arizona's attorney general wants every school principal or the designee armed. in ohio, applications for one shooting course for teachers are up 20%. arming teachers is a lot like arming airline pilots. simply knowing that someone on campus might be carrying a gun could be enough to stop the bad guys. in 1997, an armed high school vice principal in mississippi did manage to stop a 16-year-old shooter on a rampage. but there was also columbine. 15 people died and the armed security guard on campus and another one nearby could not stop it. >> the nra's blanket call to arm our schools is really nothing more than a distraction. >> reporter: some teachers in utah say they want more gun training. and organizers are already planning another class for the next holiday break. cecilia vega, abc news, los angeles. >> you didn't have any armed teachers when you grew up, did you? >> i did. i had an armed teacher, not a teacher, an officer and a drug sniffing

"response activities for hurricane sandy" and replaces it with "purposes provided herein." a minor -- small verbal change. but response activities has unlimited meaning. this change does clarify that funds may be used to cover additional recovery and related costs connected to hurricane sandy. second it adds the phrase "to make grants" to clarify that the department of h.h.s. has specific grant-making authority for renovating, repairing and rebuilding nonfederal facilities involved in n.i.h. research. for example an academic center of excellence well known for its work particularly in cancer research will have the opportunity to rebuild. i recommend the support of this amendment. senator shelby has signed off on it. i believe it is not controversial. c.b.o. says it does not adversely -- it does not score at all. and i understand that the minority staff on labor-h.h.s. has also signed off on those changes. mr. president, that amendment too will be voted on tomorrow if not accepted. tonight we're just not accepting amendments and we're not voice voting them. i also want to note that we have t
